On February 24, 2026, the City of Hayward published cover memo CONS 25-213. Two pages describe the city's existing 64-camera license plate reader network, a proposed 30-camera expansion tied to a State Homeland Security Program grant, annual data-retention fees, and a combined annual estimate.
This is what most surveillance spending looks like in public: not a scandal, not a secret, a routine consent-calendar attachment. The skill is reading what it does and does not prove.

The memo carries a documented base-agreement value and a combined annual estimate. RouteFrame never adds them, because they are different kinds of statement: a contract ceiling is a legal maximum from a signed record, and the estimate models what the base network, the proposed expansion, and retention together could cost per year.
The hatched bar is the tell: ESTIMATED money always wears a texture in RouteFrame, so a projection can never be mistaken for a payment. Neither amount is a payment record. The amount includes a proposed expansion. It is not assigned to the existing 64-camera network alone. The existing 64-camera network alone is documented separately at $202,000 per year in RouteFrame's public contract sample.
What happened, and what is only planned.
Solid marks are events the documents say occurred. Hatched marks are planned or proposed. The distinction is the whole story: a proposed expansion is a decision a community can still weigh in on.
What the documents do not say.
A cover memo is not a payment ledger. After reading everything the city published, RouteFrame still cannot tell you:
- Whether the proposed 30 cameras were installed. The record says proposed, so RouteFrame says proposed.
- What was actually paid. No invoice or payment record is loaded, so paid spending stays unknown, never zero.
- What happens after December 2026. The base agreement term ends and no renewal record is loaded.
These gaps are in the open research queue. When a document answers one, the answer replaces the unknown, with its source attached.
